Instead of the Constitution and Laws of Russia, the Soviet Decrees are still in force. These Decrees are used to cover the abuses of legitimate ownership seized by the circles close to power.      "Property is a great test for the man and the authorities. Have the man abilities to own and to respect the ownership of other people - the answer to this question determines the destiny of the citizen's society and legitimate state. This answer determines also the legitimacy of the authorities." This was an opinion of great patriot and reformer Petr Stolypin, who believed in great Russia established on free citizen's ownership.      Renaissance of the legitimate state, self-respect of citizens in their turn respecting the law are possible only along with reestablishment of the ownership and human rights, abused in 1917. Only the joined efforts of all Russian citizens, no matter where they live now, can bring the Russia to a decent life.      A preparation of the conference is going in an unfriendly environment. We are open to cooperation and support of contemporary businessmen but they prefer not to stay in light. In the same time they need to legitimate their business, defense it from "revolutionary" confiscation.
